Introduction. Throughout this book references will have to be made to certain Acts of Parliament and to numerous rules and regulations. That being so, it would seem that no apology is needed for beginning with a brief account of how our laws are made, administered and enforced, together with some explanation of those legal terms which are so often being brought to the notice of shipmasters and their officers.
